2.0 User ID block question.

Will the 

 (User ID)
block have a  set ID for all Users or will it just make a random ID that is different to last time (Like it says I am ZTF554 and next time it says i am GYJ568)or not?

Say I had an ID of 67, for that project I would always have an ID of 67.

Who would win, SOPA or PIPA?

Visually, this is how it would be. The numbers are made up:

For Project No. 1:

User 1: 1234
User 2: 2345

For Project No. 2:

User 1: 0987
User 2: 9876

In the original suggestion, an admin replied that it would be based on the Project ID and the User ID.
