Collaborations are simply groups of Scratchers that decide to work together xP You can try visiting the Collaboration forum to get the general idea.

It varies. You will need to fill out a form mentioned in the first post of the collaboration topic. You can browse collaborations here, click on one you like, and read the first post. 
Once you've joined, check the topic often. You can ask other members of the collab for help.
