It's definitely safe (I don't think private science/engineering universities give out viruses to little kids), but if you're mom won't let you download it, it's best not to object. Scratch 2.0 will come out sometime this year, so you can use that when it comes out.

Your mom is paranoid. Scratch is made by MIT. It's completely safe. It doesn't even connect to the internet unless you upload projects.
