The Community Moderators, as they are officially called, do many things including helping new Scratchers and moderating (removing inappropriate content and helping discussions remain calm) on the main website and the forums. They aren't employed but rather volunteers who are selected from a pool of applicants and then voted upon by Scratchers. This happens every several months or so, and applicants must have been on Scratch for more than 6 months and must be at least 13 years old. Moderators under the age of 18 (or perhaps the legal adult age in your country if it's different, I don't know) must also get parental permission (in the form of a phone conversation with the Scratch Team) if elected.
Our current elected moderators are:
coolstuff
Harakou
sparks
Scimonster
Lucario621
Also, before elections began, the Scratch Team hand-picked users to become part of the moderation staff, and they have continued to be moderators without need of election. These are:
JSO
MyRedNeptune
There are also two members who, while having the forum rank of Scratch Team, act basically as moderators with more authority. These are:
cheddargirl
Paddle2See
More information can be found on the Scratch Wiki.

He could have gone on but not done anything.

I don't count Lutz because he's a special case. I thought about including him for several minutes, though, so back off boogaloo.
