no I don't think it does, we might be able to abstract it out to OpenGL/android gui stuff and SDL/cairo...
In that case, better off with rewriting the entire program for android, but ZeroLuck was or is working on a player for android. http://scratch.mit.edu/forums/viewtopic.php?id=83950
