Just make it so you have a screen with the icon.  Then make it so if you click on the icon, it opens up Paint.

Ok then. If you want to make the best paint app ever, why not try and make functions that vary few paint apps have, like constant redrawing. With that, you could make a circle tool, that showed the circle before you placed it.
