I remember once hearing that the ST said that, after Scratch 2.1 (correct?), they would start developing a mobile app for scratch so that you could play scratch game on your mobile device.

They are planning on a HTML 5 Player so that would easily work on mobile devices including iDevices

If I'm correct, Apple apps aren't aloud to interpret or create a code of their own, and that is what the Scratch app did, so that is why it got removed from the app store.

I've noticed that, recently, a spat of programming environment Apps have been allowed on the iPhone/iPad platforms. For example:
Codea (http://twolivesleft.com/Codea/)
and
techBASIC (http://www.byteworks.us/Byte_Works/techBASIC.html).
Either Apple has changed their policy about native iXXX device programming Apps or they are turning a blind eye toward them.
About two years ago Apple rejected a Scratch App but, under the circumstances, perhaps it would be worthwhile trying again?
