Agreed, awesome, love it. But we should add (after every question) who exactly you want to do each thing. The sig has to be made up of two or three people (or else they'll just end up ordering at one of our individual shops).

Oh, I haven't started yet... It's weird, I have sort of a reverse schedule of everybody else: I have way more time to work on banners on schooldays than I do on weekends. Currently, it's 10:30 pm where I am; this is the only time I've been able to get online. And I can't stay up too late, because I have to get up especially early tomorrow because I have a ton of stuff to do with my family.

"Make use of the layer"? I'm pretty sure the only way you can animate is by using layers... :P
Anyways, let me briefly explain the way animations are timed on Gimp. When you make an animation on Gimp and save it (you have to save it as a gif, and select "Save as animation", but you probably already know this), you get a prompt box that will ask you a few things about the settings of the animation, as well as unspecified layer delay time. That's pretty much a shorter, fancier way of saying: You haven't told me how long you want me to pause on this/these frame(s). How long do you want me to pause on them, by default?
The default delay time is 100 milliseconds, which is .1 of a second. If you saved the animation and set the unspecified layer delay time (we'll just refer to it as "the ULDT" from now on) to 70 milliseconds, all layers, if they don't say otherwise (I'll get to that later), will be paused at for .07 seconds.
You still following, or am I being confusing? Sorry... it's just that I'm a visual learner, and I learn and think in pictures. It's very hard for me to explain things to people, especially if I can't use hand gestures and such to elaborate. XP

Besides, it doesn't mean we live in the same area, just in roughly the same longitude. Like, it's 10:40 in Florida right now, and it's 10:40 in Maryland as well. (I don't live in either state, it was just an example)

No, you didn't miss anything. I just wanted to make sure I was making sense and not just throwing information at you.
Say you have six layers in your animation:
Frame1
Frame2
Frame3
Frame4
Frame5
Frame6
(Assume that the ULDT is 100 milliseconds)
Now, say you want Frame1 to transition smoothly and quickly into Frame4, and you want the screen to pause on Frame6 before looping. To change from the default delay time on a single frame, you add this to the end of the layer name: (#ms).
So, to make Frame1 transition into Frame4 using the above 'code', it would look something like this:
Frame1
Frame2(50ms)
Frame3(50ms)
Frame4
Frame5
Frame6
...But wait! There's more!
Remember how I said I wanted the animation to linger on Frame6? Well, we just apply the same rules as we did to the other ones. Only, instead of making the delay time shorter, we're making it longer. We're going to change the delay time on Frame6 to one second, to be exact.
If you know the prefixes for things like liters, grams, meters, and so on, (milli-, centi-, deci-, et cetera), you'd know that 100 milliseconds = 1 decisecond (I believe you'd call it that), and so by the same token, 1000 milliseconds = 1 second. Using that knowledge, we can now complete our example animation, which would look like this:
Frame1
Frame2(50ms)
Frame3(50ms)
Frame4
Frame5
Frame6(1000ms)
