i think Scratchers should be able to have PM conversations with mods or admins but not with other Scratchers this way mods and admins can notify Scratchers of things with out doing so publicly. Also this would be a good solution to the transparency issue in the announcements.

I think it's already implemented. I remember when one of my projects got removed there was an "Administrator" message. I don't think it was public.

Why would there need to be a second notifications place for the forums? They would just send out whatever they needed on the main site.
