you could make it just like super mario bros. with help from pre-made mario games, but make the characters look more like the scratch cats.

Ideas: Have a contest and maybe 10 places. The contest could be about drawing a character to be featured in the game, because I think you said you needed characters. You could choose 10 people's entries, and maybe give a prize out to those ten, and also ask those 10 for some animations, aka fighting, walking, jumping, running, etc.
Stages are crucial to the game. It won't be very good to have a couple of different colored squares as a stage. Make it unique and detailed. Once again, you could have a contest for that too.
For the battle engine, I wouldn't suggest so many different keys for attacking. In Outlaw, there were a couple different keys for fighting. But for the battle engine in this project, you should make space and maybe one other key be the keys to attack because it gets confusing and annoying to remember which keys to press to attack. You may think that 2 keys aren't much to attack, only 2 attacks. But, you could make the attacks be combos such as: Space and right arrow key: Right side kick Space and left arrow key: Left side kick Space and up arrow key: Upwards kick.
Just some ideas for you

I plan to have a contest for characters but they will not be a fighter they would be on a trophy because i want this game to be a mesh of scratch icons. Also the amount of moves it takes to make a character in the game is too many for the average contest entry. I plan to make stages creative and unique and not a boring square. The image i'm about to upload to this forum isn't a official stage its just a test stage for the cpu a.i. I used those style of controls before but i got even more negative comments about it than my outlaw controls. Also i'm trying to make the controls simple yet complex so that hardcore gamers like it and casual like it too.

I lost a couple characters. My file size is only 278kb and theres no music. It said my squeak was out of memory. Apparently my cpu Ai coding was too long for scratch and now not even a blank scratch page will open.

Since you have a ton of projects saved that have some intense coding (such as the Paper Mario series, or Super Mario Galaxy, or anything like that) just delete it from your Squeak to get memory. You can save it on your desktop if you want, but it might save some space on your Squeak memory file.
But if you're talking about your Squeak not having enough space as in the coding is too big, try splitting it in two.
