Refer to this Wiki posting by JSO, one of the Wiki creators:

Yes, it was posted last year in 2011, but I doubt the skin has changed since then.

The files are here. We've made some edits, which you can get here. Just copy the code, by clicking "View source".

is there like a tar.gz I can download? That's a lot of files to copy, and I can't view the source of the actual skin, which is in the parent directory, called scratch.php.

the reason I want it, is so I can alter it to my liking, which seems easier than editing monobook, where all of the elements are absolute in position. with this, I can have a primary navigation.
