Yes, all the Scratch forum files are downloadable to the public. However, it interacts with the main site so I don't recommend installing it.

I don't know (I think you have to hack punbb and change the code) It's easier to just use the normal punbb
Punbb is just a bunch of open source files, modifying is easy and encouraged.

Not if you want access to the files, but there are some free PunBB hosting services (by the way, you may find PunBB-Hosting in your searches, but that actually uses FluxBB), but they don't give you access to the code.
