NDS games you can make are accompilshed with C and C++ with PAlib.
Wii games are done with DevkitPro.
Simplified programs as such are DS Game Maker or Wii Game Studio.
"exbox", or Xbox 360 games can be made but you will have to certainly "chip" your Xbox and get a banned Xbox live account for life.
Scratch was made with a powerful tool, most certainly not VB.NET. If I believe, it makes JavaScript games and what the user is actually coding is C/C++.
Scratch offers a limited supply for the language itself, and can be much greatly improved.
Now I am not some "wannabe" kid who thinks what they are talking about but when really it is garbage that is coming out their mouth.
My public thought of the reality upcoming events of Scratch is clueless. More tools would be needed to construct such 'great' games, and Flash support could be added.
Each block of code that is input is a line of real "hardcore" code.
The "If" block is really " if ( event ) { " in the C code, and the rest apply within.
As a previous owner of Scratch, I am really proud of the MIT Lab for producing such a tool for adults and kids alike.

By the way - you guys should add netplay support to the new scratch. A block that tells the client's username, advanced blocks to connect to/host servers and get variables from multiple clients etc.
